The Illinois Department of Transportation announced that lanes that have been closed for construction will reopen, where possible, for the Labor Day holiday weekend

(Springfield-jm) – Illinois Treasurer Michael Frerichs announced Thursday that the State Treasurer's Office made a record $1.495 billion in investment earnings from the state investment portfolio during Fiscal Year 2024. Also in Fiscal Year 2024, which ended June 30, the Treasurer's Office made a record $1.05 billion in gross investment earnings for cities, villages, school districts, counties and other units of government that take part in the highly rated Illinois Funds local government investment pool the State Treasurer's Office operates. The Illinois Funds has received the highest rating of AAA from Fitch, a national credit ratings agency.

(Rankin-jm) – A man from Rankin is facing multiple charges after prosecutors said he threw a rock at a motorcyclist on Route 9 earlier this week, hitting him in the head and damaging his bike. Vermilion County Sheriff's deputies arrested two people, including Michael Hoit, Sr.. Prosecutors said Hoit is charged with five counts: Aggravated battery causing great bodily harm, Aggravated battery with a deadly weapon, Aggravated battery on a public way, Reckless conduct and Criminal damage to property.

 

(Urbana-jm) – The Equal Protection Project has filed a civil rights complaint with the U.S. Department of Education against the University of Illinois Urbana Champaign. The complaint alleges the university engaged in illegal discrimination based on both race and/or sex in over 40 scholarships that are offered to students. Professor William Jacobson of Cornell Law School, who founded the Equal Protection Project, said the eligibility requirements for these scholarships are openly discriminatory. He said regardless of the purpose of the discrimination, it is wrong and unlawful.

(Mahomet-jm) – High school football is kicking off, and it's going to be a special one for Mahomet-Seymour. They'll be honoring long-time coach Frank Dutton after he passed away this past spring. Their helmets will have two decals on them for every home game. One will have his name on it, the other "77." In 1977, Mahomet-Seymour won the state championship under his leadership. It's the only time the school has won at that level.

 

(Springfield-jm) – The Illinois Department of Transportation announced that lanes that have been closed for construction will reopen, where possible, for the Labor Day holiday weekend to minimize travel disruption. Non-emergency closures will be suspended from 3 p.m. Friday to 11:59 p.m. Monday. There is expected to be a heavy police presence on the roadways by Illinois State Police and local police agencies as part of their "Drive Sober or Get Pulled Over" campaign.

(Urbana-jm) – Food and building service workers at the University of Illinois are preparing to strike next month. Their current contract expires Saturday, and members have been negotiating for more than seven months. Union workers overwhelmingly voted down the latest contract proposal, according to a news release from SEIU Local 73, saying they need to be paid more if they serve more students. The strike can begin as early as Sept. 15.

 

(Tuscola-jm) – To memorialize the 20 cows who were killed when the truck carrying them overturned on I-57 about a mile south of the U.S. 36 exit on August 22, PETA plans to place a billboard in their honor near the site. Most of the other cows who escaped were apparently rounded up.

(Champaign County-jm) – The Countywide Residential Electronics Collection event this fall will take place on Saturday, October 12, from 8 a.m. to 12 p.m. at Parkland College. To attend the event, residents of participating Champaign County communities must register online in advance. Registration opens on Monday, September 2. The online registration process allows residents to reserve an available 15-minute time. Upon reserving a time, residents will receive confirmation via email and/or text message. 10-14 days before the event, they will receive a postcard in the mail that will serve as their "ticket" into the event. Participating communities this year are Bondville, Broadlands, Champaign, Fisher, Gifford, Homer, Ivesdale, Longview, Ludlow, Mahomet, Ogden, Pesotum, Rantoul, Royal, Sadorus, Savoy, Sidney, St. Joseph, Thomasboro, Tolono, Urbana, and unincorporated Champaign County.

(Springfield-jm) – As the last weekend of summer approaches, the Illinois Department of Transportation and the Illinois State Police will be sending a clear message about drunk driving. To help keep roads safe, more than 200 local law enforcement agencies are joining IDOT and ISP in enforcing the national "Drive Sober or Get Pulled Over" safety campaign. During the campaign, which runs through the Labor Day weekend, ISP, and local police and sheriff's departments are increasing patrols and enforcement.

 

(Springfield-jm) – The Illinois Flag Commission will soon begin accepting submissions for a new state flag design. Secretary of State Alexi Giannoulias said a new law created the commission with a goal of developing new state flag designs to determine if one of them should replace the current state flag. The commission will accept design ideas for consideration from the public until Oct. 18.

(Champaign County-jm) – The Champaign County Sheriff says while no arrests were made during their Saturation Saturday detail in Savoy, the goal of deterring impaired drivers from getting behind the wheel was met. Champaign County Sheriff Dustin Heurman says the Mothers Against Drunk Driving Saturation Saturday detail on August 24 resulted in 23 traffic stops, 12 citations, and 13  warnings issued. There was also one Scott's Law violation. Officials with the Champaign County Sheriff's say their deputies made 91 DUI  arrests and investigated 32 accidents where a DUI was determined to be a contributing factor. This year, deputies say they have made 51 DUI  arrests and determined through investigations that 14 of those wrecks involved an impaired driver.

(Danville-jm) – A Danville man has been sentenced to over a decade in prison after he pleaded guilty to sexually assaulting the child of a woman he was dating. Prosecutors said Nathan Hendriex pleaded guilty to two counts of criminal sexual assault, both Class 1 felonies punishable by 4 to 15 years in prison. The Vermilion County State's Attorney's Office requested a 20-year sentence. Judge Robert McIntire ultimately sentenced Hendriex to 14 years in prison, a sentence to be served at 85%.

 

(Undated-jm) – It's an American tradition: hitting the roads and skies for a Labor Day Weekend trip. This year domestic travel will be up by 9% compared to 2023. The cost to travel is down by 2% according to AAA. Gas prices are down compared to 2023 as well. Nationally, the average is $3.50. AAA expects to rescue 300,000 motorists during the Labor Day holiday weekend. The three most common reasons are flat tires, dead batteries and people locking their keys in their vehicles.

 

(Springfield-jm) – With elections coming down the pike, an Illinois election integrity advocate is raising concerns. In Illinois, you can request permanent mail-in voting to where the local election official sends out a mail-in ballot for every election. Carol Davis is with the Illinois Election Integrity Program. She said mail-in voting has greater potential for fraud. Davis suggested voters request a mail-in ballot, not a permanent one, and return it when they physically go to vote as early as they can vote. Early voting  begins Sept. 26.

(Urbana-jm) – The University of Illinois Police Department has released further information about an act of vandalism at Foellinger Auditorium over the weekend. Meanwhile, Students for Justice in Palestine has denied responsibility but expressed support for the message left behind. The six columns at the front of the building were painted with the word "DIVEST" early Sunday morning. UIPD said the crime happened around 2:19 a.m. UIPD said two people were seen on cameras spray painting the columns. They released security camera footage of two people who are believed to have more information about the vandalism.

 

(Paxton–dm)-With all the talk about the upcoming Presidential Election, the consolidated election coming up in April may have taken a back seat.  Ford County Clerk Amy Fredrick tells us what positions are up for election, and what you need to do if you want your name on the ballot.

(Rankin-jm) – Two people were arrested in the Village of Rankin following harassment of drivers on Route 9. One adult and one juvenile were arrested Tuesday afternoon by the Vermilion County Sheriff's Office.

A Texas federal judge has blocked the Biden administration

(Lake County-jm) – The Illinois Department of Public Health announced the first 2024 death of an Illinois resident with West Nile virus. The individual, who was in their 80s and lived in Lake County, had an onset of symptoms of the virus in mid-August and died soon after. IDPH is also reporting nine non-fatal cases of West Nile virus confirmed this year. Of the nine other human cases, the majority were reported from Cook County, with others reported in DuPage, Will, Winnebago and Tazewell counties.

 

(Springfield-jm) – The Illinois Veterans' Homes at LaSalle, Manteno and Quincy are experiencing an increase in COVID-19 cases among its veterans and staff. Officials said the overwhelming majority of cases have presented mild symptoms. As of Tuesday, 36 people tested positive with COVID-19 with a majority of the cases at Quincy. The Illinois Department of Veterans Affairs is encouraging residents to stay in their rooms to minimize movement, masking in direct care areas and has intensified cleaning and disinfection protocols.

Each of the six columns on the front of the building were painted with one letter to spell out the word "DIVEST." U of I Police say officers are reviewing video footage and other information to determine accurate information about a suspect.

 

(Loda–jc)  –  Looking at the health of those living on farms in East Central Illinois is the theme for an Ag-Wellness Event set for mid September. Members of the Mennonite College of Nursing at Illinois State University in Normal will be at the Bachman Farm in rural Loda on Saturday September 14th. Illinois State University Assistant Professor Valerie Wright says from free hearing screenings and blood pressure checks to farm safety discussions will be part of the event...

(Ford County-jm) – The Ford County Public Health Department is again warning of West Nile Virus following more positive mosquito results from within the county. The county recorded its first positive test result earlier this month, from a batch of mosquitoes collected on August 8 in Piper City. 11 days later, another batch was collected from the same town that also tested positive for West Nile Virus. In addition, a batch of mosquitoes collected in Melvin on the same day also tested positive. There are no human cases of West Nile Virus in Ford County, officials said, but they are urging people to be aware of the virus' activity in their area. Many factors impact when and where outbreak occur, officials said, including weather, number of mosquitoes present and human behavior.

 

(Undated-jm) – The July metro unemployment numbers are out. According to the Illinois Department of Employment Security rates rose in July compared to a year ago. Champaign Counties rose from 4.6 percent to 5 point 3 percent. Ford Counties rose from 4.9 percent to 5.7 percent. Vermilion Counties rose from 6.3 percent to 7.9 percent. Iroquois Counties rose from 4.4 percent to 5.4 percent.

(Undated-jm) – The Illinois Department of Public Health is releasing their 2nd quarter nursing home violation report. Accolade on Pells in Paxton was fined $27,200 after the facility failed to provide a safe transfer of a patient resulting in a broken leg and food prep staff not having a food handler license. Clark Lindsey in Urbana was fined $2,700 after the facility failed to develop an abuse prevention policy, failed to provide a safe environment for EMS and failed to provide timely mechanical lift transfer. Gibson Annex was fined $27,200 after the facility failed to restrict employees with respiratory symptoms from working while ill resulting in a COVID outbreak and failed to complete a fall risk assessment and ensure safety equipment was in use during a transfer resulting in an injury. Gilman Healthcare was fined $25,000 for failing to ensure mechanical lift straps were assessed and replaced resulting in the strap breaking and injuring a resident. Watseka Rehab was fined $25,000 for failing to identify residents' fall risk and ensuring wheelchair brakes function properly resulting in 3 falls, one which resulted in a broken pelvis.

 

(Springfield-jm) – As Illinois grapples with the influx of non-citizen migrants, a Texas federal judge has blocked the Biden administration's latest immigration policy. President Joe Biden announced in June a policy that allowed undocumented immigrants married to U.S. citizens to apply for green cards without leaving the country. The White House estimated that 500,000 people were eligible for the program. Sixteen Republican-led states, including Missouri and Iowa, argued in a court filing that the program was harmful to them, would encourage more unauthorized migration, and "directly violates the laws created by Congress." U.S. District Judge J. Campbell Barker wrote in his ruling that the states' claims "are substantial and warrant closer consideration than the court has been able to afford to date."

(Urbana-jm) – A 16-year-old from Urbana has been sentenced to 20 years in prison for the role he played in a robbery-turned-shooting that left another teenager dead last year. Arif Jarrell pleaded guilty to first degree murder on Monday in connection to the death of Montrell Emery in March of 2023. He and co-defendant Marquise McGuire pointed at each other as the shooter, but Jarrell was convicted on the grounds that someone was killed while he was committing a felony. 16-year-old Emery was killed the morning of March 15, 2023, at Prairie Green Apartments in Urbana.

(Iroquois County–jc)  –The Prairie Dell Church Association will host an open house at 2 p.m. Sunday, Sept. 15 at Prairie Dell Church and Cemetery. This national historical landmark is located at 2548E 2150N Road, Watseka, 3-1/2 miles west of Iroquois. John and Janice Lubben, members of the Prairie Dell Church Association, will be presenters. Their program will focus on a few of the prominent, respected founders from the 1800's who were instrumental in forming the church and cemetery. Those who attend will get to sit on the serene old pews inside the church. This is a free program, but donations will be accepted. Cookies and drinks will be available. There will be a time to allow attendees to ask questions or share their memories.

(Kankakee–jc)  – Early Monday evening, K-MEG Agents, assisted by the Kankakee City Police Department, arrested Vincent D. Ellis JR, age 34, Bradley,  following an ongoing narcotics investigation and search warrant at his residence, in Bradley. The investigation concluded following Ellis distributing approximately 156 grams of suspected cocaine over a three-month period. The search warrant execution resulted in the seizure of approximately 52 grams of suspect cocaine, a Glock handgun with an extended capacity magazine, and United States Currency. 2 vehicles were also seized in conjunction with the investigation. Ellis has been initially charged with the following: 6 counts of Unlawful Delivery of a Controlled Substance , Unlawful Possession of a Controlled Substance with Intent to Deliver Cocaine, and Felon in Possession of a Firearm. Ellis was transported to and detained at the Jerome Combs Detention Center in Kankakee.

(Normal-jm) – After nearly 60 electric vehicles went up in flames at Rivian's EV manufacturing plant in Normal, questions remain. The fire destroyed high-priced EVs waiting to be shipped to customers. The cause is still unknown. This incident follows a fire last month in which three Rivian Amazon Electric Delivery Vans ignited at a fulfillment center in Texas. It is just another blow to Rivian, which recently received $827 million in tax incentives from the state of Illinois to expand operations. According to the Illinois Secretary of State's Office, there are just over 111,000 EVs registered in the state.

(Rantoul-jm) – The Rantoul Fire and Police Departments are investigating a series of suspicious fires that happened last week, and they're asking for help through Crime Stoppers in solving the case. Officials said that on August 21, four separate fires happened in the same neighborhood that were deemed suspicious, all around 8:30 p.m. The first reported fire happened at Roselyn and Bell Aire Drives; two or three juveniles are said to have poured gasoline in the street and lit it on fire. As officers were responding to this report, officials said another report was received indicating juveniles had lit a car on fire a block away at Bel Aire and Juniper Drives. Officers were also flagged down at Bel Aire and Bel Place for a report of car tires set on fire. Another fire at Juniper and Briarcliff Drive involved a yard on fire.

(Rantoul-jm) – A new pilot program utilizing the state's public libraries to improve court access will offer guidance for Illinoisans struggling to navigate the legal system on their own. The goal of the pilot is to help people without lawyers—who may have limited technology capabilities or transportation challenges—more easily access legal information and assistance at their local public library. The Rantoul Public Library was one of two selected for Central Illinois with the other one being in Peoria.

(Hoopeston-jm) – A Rossville woman has been arrested on retail theft charges in Hoopeston. Jackie Winchester was arrested after Hoopeston Police were called to the Dollar General in regards to a report of retail theft. Winchester was taken to the Vermilion County Jail.

(Chicago-jm) – Defense attorneys for former Illinois House Speaker Michael Madigan want to limit the evidence prosecutors can bring to a jury in his upcoming federal trial. Madigan's defense team said he would not be able to get a fair trial if prosecutors presented all the evidence they wanted to show a jury. He faces 23 counts of racketeering, bribery, and official misconduct as part of a federal indictment. Madigan has pleaded not guilty. Madigan and co-defendant Michael McClain are set to go to trial in October.

(Champaign-jm) – Champaign Police are investigating after two people were stabbed Sunday night. Officers were informed just before midnight that two people had arrived at an area hospital with apparent stab wounds. The victims were a 34-year-old man and a 38-year-old woman. There is no word on what condition the victims are currently in. Investigators determined that the stabbings happened during an altercation in a parking lot in the area of Bradley Avenue and Parkland Court.

(Champaign County-jm) – In July 2024, the Champaign County area saw a strong rebound in home sales, totaling 281 units, which marks a 10% increase from 256 sales in July 2023. The median home sale price for July 2024 rose to $241,000, up 9% from $221,000 in July 2023, although it experienced a slight decrease from June 2024. The average home sale price in the area also climbed to $278,747 in July, reflecting a 15% increase from $242,051 in July 2023 and a rise from the previous month.  Year-to-date sales through July 2024 show a significant improvement, rebounding from a 10.1% decline at the end of June to a 6.1% decline at the end of July. Despite a drop in inventory levels below 600 units—the first occurrence in 15 months—buyer demand remains robust.

(Undated-jm) – Average gasoline prices in Illinois have fallen 11.1 cents per gallon in the last week, averaging $3.64/g according to GasBuddy. Prices in Illinois are 40.7 cents per gallon lower than a month ago and stand 43.0 cents per gallon lower than a year ago.

(Springfield-jm) – The Illinois Supreme Court issued a decision leaving in place a lower court ruling that blocked a change in the state's election law that would have kept 14 candidates off the ballot in the 2024 general election. On May 3, Gov. J.B. Pritzker signed new "anti-slating" legislation into law, changing the rules for ballot access in the middle of an election cycle. Officials said a 17-year-old boy was walking along Market Street north of Bradley Avenue when he heard several shots just after 5 a.m. Saturday morning. He was taken to the hospital with a life-threatening gunshot wound.

(Undated-jm) – Illinois Attorney General Kwame Raoul charged five men in a series of burglaries at video gaming machines in Central Illinois and the Chicago area. The attorney general said the group of men are linked to a string of 22 burglaries of video gaming machines from last year across 12 counties, including Champaign, DeWitt, DuPage, McLean, and Peoria counties. Along with local law enforcement, the attorney general's office worked with the Illinois Gaming Board in prosecuting the men.

(Gilman-jm) – Several fire departments were called to a grass fire near Gilman Sunday. Gilman and Onarga fire departments fought the fire along I-57 a half a mile north of the Gilman exit. Piper City fire was also called to assist but was disregarded.

 

(Normal-jm) – Normal Fire crews battled a blaze at the Rivian plant parking lot Saturday night. Fire crews were called to Rivian's Normal plant just before 9:45 p.m. for a reported vehicle fire. He said there is an unspecified number of vehicles damaged by the incident. The EV assembly plant was not affected by the fire. The cause of the fire is under investigation.

In July 2024, statewide home sales of 13,114 homes sold was 6.2 percent higher than 12,343 sold in July 2023. The 20,718 homes available for sale statewide in July was 6.3 percent more than the 19,494 available homes in July 2023. The monthly median price of $308,000 in July 2024 was 8.1 percent higher than it was in July 2023 at $285,000.

The Illinois General Assembly did not approve spending on proposed Chicago sports facilities this year, but at the Democratic National Convention in Chicago this week, AFL-CIO President Tim Drea said Pritzker is not necessarily against stadium funding.

(Decatur-jm) – State Representative Dan Caulkins of Decatur achieved a 100% voting record with the National Federation of Independent Business during the 103rd General Assembly. The NFIB serves as an advocate for small business owners and works with legislators to pass legislation that allows small businesses to survive. The NFIB is one of many organizations that scores Illinois legislators at the end of each General Assembly by comparing the voting records of each Illinois state legislator to the organization's position on select legislation. Out of the eligible Illinois state legislators, 30 representatives and five senators achieved a 100% voting record.

 

(Gibson City-jm) – The Regional Planning Commission's Workforce Development program is stepping in to provide immediate assistance to the workers who will be affected by the RhinoAg closure in Gibson City. The manufacturing facility announced on Tuesday that they will let 80 employees go by the end of March 2025, but RPC representatives have already spoken with RhinoAg President Lisa Tubbs and are working with their Human Resources manager to provide Rapid Response Workshops to the dislocated workers.

(Springfield-jm) – With Illinois already home to the second-worst unemployment rate in the country, Republican state Rep. Dan Ugaste is warning the worst may still be yet to come. New U.S. Bureau of Labor Statistics data shows the state's unemployment rate now stands at 5.2%, or nearly a full percentage point above the national average of 4.3%, as at least 341,630 residents were reported to be looking for work over that time. During the month of July, the state added just 37,300 jobs, with government jobs accounting for the highest growth rates at 6.25%. The professional and business sector saw the largest net decline at nearly 3%. Illinois also ranked dead last in job growth among neighboring states at 0.61, and since the pandemic the state ranks 45th in the country in job recovery with just a 0.25% overall increase

(Normal-jm) – Normal Police and the McLean County Coroner are investigating the death of a 15-year-old girl Thursday morning. Officers were called just before 10 a.m. to Normal West for a student experiencing a medical emergency. A school resource officer was on scene and helped school staff who rendered aid to the student, police said. The teen was taken to a local hospital and later pronounced deceased.

 

(Urbana-jm) – As University of Illinois students are moving into their campus homes, the university is rolling out the welcome mat to new students with a series of events this weekend. This means traffic closures for some campus streets. The New Student Convocation and Welcome Celebration on Friday will take place at State Farm Center, the convocation will result in an L-shaped closure on First Street and Kirby Avenue from 9 a.m. to 2 p.m., First Street will close between Peabody Drive and Kirby and Kirby will close between First and Fourth Streets. Quad Day on Sunday will also result in a closure. To connect the Main and South Quads, where informational booths are set up for student organizations, Gregory Street will close between the Morrow Plots and Sixth Street.

(Springfield-jm) – With Illinois being home to the top state in the country for wrongful convictions, the state agency that oversees police training has now signed off on a plan mandating Wrongful Conviction Awareness and Avoidance Training courses at all local police academies. Approved by the Illinois Law Enforcement Training and Standards Board, the first of its kind courses come as data shows wrongly convicted individuals have spent upwards of 21,000 years in U.S. prisons before being exonerated. While Illinois tops the country for the most overturned wrongful convictions, the state is home to one of the lowest reimbursement programs at just $225,000, prompting a growing number of legislators to push to have that cap increased to $2 million.

(Urbana-jm) – The University of Illinois has announced the grand marshal for this year's homecoming parade. WCIA News Anchor and 1993 alum Jennifer Roscoe will serve as grand marshal. The parade will start at 5:30 p.m. on Friday, Sept. 13, beginning at the corner of Fourth Street and Kirby Avenue, turning at Gregory Drive, and continuing west to First Street where it heads south toward Grange Grove at Memorial Stadium. A pep rally will follow the parade.

(Gibson City-jm) – Gibson City leaders are working to support workers and families of RhinoAg after the company announced earlier this week that they will be closing their Gibson City facility in March. GCMS Superintendent Jeremy Darnell released a statement on social media saying the district has a couple of custodian positions open and also reminded families they have financial vouchers available. The city is also working with local state legislative officials to bring resources for those who may need assistance in finding a job.

According to the latest U.S. Department of Agriculture survey, the soybean crop condition was rated 3% very poor, 6% poor, 21% fair, 53% good, and 17% excellent. Soybeans setting pods reached 89%, compared to the 5-year average of 79%.  The corn condition was rated 4% poor, 18% fair, 56% good, and 20% excellent. Corn dented reached 40%, compared to the 5-year average of 27%. In 2023, Illinois farmers produced 2.2 billion bushels of corn, slightly up from the previous year, with an average yield of 206 bushels per acre. While Illinois ranks number two in corn production behind Iowa, the state is number one in total economic output contribution due to corn farming.

(Springfield-jm) – A new program aims to close the digital divide in Illinois. State officials are in the process of implementing the Broadband, Equity, Access and Deployment, or BEAD Program, a federal grant program that aims to get all Americans online by funding partnerships between states or territories, communities and stakeholders to build infrastructure where high-speed internet is currently unavailable. It is estimated that 1.3 million households in Illinois do not have a subscription to high-speed internet. Devon Braunstein, director of the Illinois Office of Broadband, said Illinois will be receiving a sizable portion of the $42 billion going out to states.

The public health district launched an interactive Google map that highlights all the pantries across Champaign County. The new tool is designed to help anyone in need of food assistance find nearby resources quickly and easily.

(Champaign-jm) – The contracts for support staff and full-time faculty at Parkland Community College are officially finalized. The Board of Trustees voted to approve three-year collective bargaining agreements for Parkland Academic Employees and Parkland Professional Support Staff Association at a special meeting. Academic employee's agreement includes a 5.5% salary increase in the first year of the contract, a 5.45% raise for the second year and a 3.95% increase for the third year. Additionally, the agreement for support staff includes a 5.5% salary increase in the first year, a 4% raise plus $600 for the second year, and a 3.25% increase plus $600 for the third year.

(Undated-jm) – There may be an orange tint to sunrises this week in Illinois. Wildfire smoke is back in the atmosphere. The jet stream is dipping through Illinois, bringing in wildfire smoke from the Pacific Northwest and Canada. Officials said the smoke should not be a breathing concern, but it is going to create atmospheric visual effects.

 

(Champaign-jm) – A Champaign teenager has been arrested following threats made against three schools in Champaign. Champaign Police were dispatched Tuesday, to Edison Middle School following a report of threats made on social media. On-scene, officers learned that a social media post had been circulating in the school that contained threats against multiple area schools and referenced the three area middle schools by name. The investigation was conducted by an assigned School Resource Officer who learned that a thirteen-year-old from Champaign had made the post and reshared it on social media. Following an interview with the student and a parent, the teenager was placed under arrest and transported to the Juvenile Detention Center on an initial charge of Aggravated Disorderly Conduct.

(Champaign-jm) – The Champaign Police Department is investigating after a bomb threat was received by a local synagogue last week. Champaign Police say staff at the Sinai Temple, received an email Thursday morning from someone claiming a bomb had been planted there.  Police quickly determined that the email was sent to multiple houses of worship across Illinois and Iowa. Regardless, Champaign Police searched the synagogue and found no evidence that an explosive device was present. They also could not determine that there was a local connection to the threat. The investigation is ongoing at this time.

(Undated-jm) – Champaign-Urbana received significant growth from travel and tourism last year according to Experience Champaign-Urbana. Data from 2023 shows increases across spending, job growth, and taxes generated for the local economy. Continuing our story from yesterday, we look at how each county did in 2023. Champaign County saw $583.9 million in travel expenditures for an 8.3% increase and $16.3 million in local tax revenue, a 7.2% increase. Douglas County saw travel expenditures top $49.7 million, a 0.4% decrease while local tax revenue came in at $1.3 million, an 8.3% increase. Ford County joined the group part way through 2023 but saw travel expenditures hit $12.4 million, a 4.2% increase while local tax revenues rose 14.2%. Moultrie County's travel expenditures hit $9.9 million, a 6.3% increase with local tax revenues at half a million dollars, a 25% increase. Piatt County saw travel expenditures at $11.2 million, a 7.9% increase while local tax revenue came in at $400,000, no change from the previous year.

(Springfield-jm) – A new report shows that forever chemicals, or PFAS, are contaminating drinking water supplies in communities all around Illinois. Research by the Environmental Working Group shows that many Illinois communities have levels of PFAS above the proposed limit. New data from the EPA shows 7,457 locations identified with PFAS in their water supply. With only two-thirds of water systems that will be tested under the rule, the results, added to existing data, show that over 130 million Americans are at risk from drinking water tainted by PFAS. According to the Environmental Protection Agency, 140 public water systems in Illinois have tested positive for PFAS, but officials warn the number could be much higher.

(Undated-jm) – State Senator Paul Faraci announced that school districts across the area will receive over $4 million in additional funding to help address the financial challenges of recent years. The funding comes from the 2017 Illinois Senate Democrat-backed evidence-based funding formula — an overhaul of the way the state funds K-12 education. The law made school funding more equitable by calculating the needs of individual school districts and basing its state revenue on those needs. The formula takes into account a district's total enrollment, poverty rate and number of special education or English language learners, among other factors.

(Springfield-jm) – Illinois lawmakers have passed a law banning vaping companies from targeting teens in advertising by marketing or promoting electronic cigarettes resembling school supplies such as highlighters, markers or erasers. The changes come at a time when lawmakers from both sides of the aisle in Springfield have been bombarded with complaints about students bringing vapes into schools that could easily be mistaken for such common items. The new law is set to be enforced by the Illinois Department of Revenue, the Attorney General's office and local law enforcement. At the same time, Senate Bill 3098, which will ban electronic cigarette companies from allowing anyone under 21 to order vaping products online or by mail, is also slated to soon take effect.

(Urbana-jm) – A Seymour man is behind bars on a charge of child abduction thanks to the quick thinking of an 11-year-old girl. Hunter Simmons was arraigned Monday and faces over a decade in prison if convicted. Urbana police said the victim was walking home from school when she noticed a white pickup truck following her. During the investigation, the child provided police with her phone because she was recording while she was walking. Police were able to see the vehicle's license plate in the video, which was registered to Simmons.

(Springfield-jm) – In defending gun control laws in Illinois and other states, Illinois Attorney General Kwame Raoul recognizes the challenges posed by recent U.S. Supreme Court precedent on the right to keep and bear arms. Raoul's office is defending the state's gun ban in federal court. Illinois is not the only place Raoul is defending gun control laws. He's filed friends of the court briefs in other federal courts supporting gun control laws in Massachusetts, Minnesota and beyond. But recent U.S. Supreme Court precedent on the Second Amendment right to keep and bear arms in the 2022 New York State Rifle and Pistol Association v. Bruen case says gun laws must comply with the text, history and tradition of gun rights, not a balancing of interests. A bench trial in the case challenging Illinois' gun ban is set for September 16 in East St. Louis. Plaintiffs there argue Illinois' ban violates the right to keep and bear commonly owned firearms protected by the Second Amendment.

(Urbana-jm) – Champaign County Coroner Stephen  Thuney is releasing the name of an Urbana man who has died of injuries sustained in a shooting incident in the 1500 Block of Hunter Street in Urbana on Saturday at approximately 1:32AM.

William Booker, 32 years-of-age, of Urbana was pronounced dead at 7:08 AM at Carle Foundation Hospital. Preliminary information indicated a physical altercation occurred between a group of individuals during a party that eventually lead to gunshots being fired. An autopsy will be scheduled for next week. An inquest may be held at a later date. This death is being investigated by the Champaign County Coroner's Office and the Urbana Police Department.

(Champaign-jm) – A Champaign man has been sentenced to 56 years in prison for shooting at a car with three teenagers inside, leaving a 12-year-old permanently disabled. The sentence against Jamonte R. Hill, 30, was handed down after he was convicted of attempted murder by a Champaign County Jury in December 2023. Champaign Police said that Hill shot up the vehicle, firing at least 17 times, on October 19, 2022. Hill was arrested in January 2023.

 

(Peoria–jc)  –  The Illinois Department of Transportation announced that as part of ongoing construction at the Interstate 4-7-4-Airport Road interchange near Peoria , traffic will switch from the old pavement to the newly constructed pavement. The switch is necessary for work on the next stage of the project.Motorists can expect delays and should allow extra time for trips through this area, starting today. More road construction work in that area also starts on today with the construction on the Queenwood Road and Broadway Road bridges over Interstate 155 in Morton.

 

(Chicago-jm) – A coalition of banking and credit union associations is going after the state of Illinois regarding a new law affecting interchange fees. The Interchange Fee Prohibition Act doesn't ban or restrict credit card swipe fees, but it limits banks from charging interchange fees on tax and tip revenues. The trade groups argued in the U.S. District Court for the Northern District of Illinois that the law would "throw well-operating payment card systems into chaos." Critics said the law will require consumers to swipe their card twice for a single transaction, one for the purchase of the goods or services subject to interchange and one for the tax or gratuity not subject to interchange. The filing outlines how the new Illinois law violates multiple federal statutes including the National Bank Act and the Federal Credit Union Act and cannot be enforced against national or state-chartered banks, federal or state savings institutions, federal or state-chartered credit unions, nor their service providers. The financial industry is concerned that if Illinois' law is allowed to stand, other states could follow suit.

 

(Springfield-jm) – Children in Illinois are now legally protected from deep-fake nude images. Last week, the Governor signed a law clarifying Illinois' child pornography laws. Explicit images and videos of minors created by A.I. are now considered child porn. The measure was championed by the Attorney General's Office. The Attorney General's internet crimes against children task force investigates child sexual abuse material. The Attorney General says A.I. technology is advancing so quickly it can sometimes be difficult to determine if an image is real or A.I.  But he says A.I. generated child porn is being used by predators online. Under the new law prosecutors will be able to go after these criminals.

(Rantoul-jm) – A Rantoul woman has been sentenced to probation after a fight at a Rantoul hotel in 2022 led to the death of another woman. Khydijah J. Brazell received the sentence in Champaign County Court in the death of Shelby Rix. Brazell later pleaded guilty to second degree murder in her death.

 

(Champaign-jm) – Almost three years after a deadly shooting on Ivanhoe Drive in Urbana, one of the men accused of murdering the victim has been found not guilty. Brian Ferrell, 38, claimed he was acting in self-defense the morning of September 11, 2021, when he shot 33-year-old Kendall Jones dead. After a three-day bench trial, Judge Randy Rosenbaum found that prosecutors could not disprove Ferrell's claim. He found Ferrell not guilty of first-degree murder, but did find him guilty of another crime: possessing a gun as a felon.

(Springfield-jm) – The Illinois Department of Employment Security announced Thursday that the state's unemployment rate increased to 5.2%, while nonfarm payrolls increased nearly 13,000 in July. The national unemployment rate was 4.3% in July, up from the previous month. Based on preliminary data provided by the U.S. Bureau of Labor Statistics, the industry sectors with monthly payroll job declines included Manufacturing, Leisure and Hospitality, and Trade, Transportation, and Utilities.

(Urbana-jm) – Illinois State Police responded to a car crash on eastbound Interstate 74 in Urbana. The crash happened between a 2016 Yellow Dodge Ram and a 2012 Black Honda Civic Thursday near exit 185 to State Route 130 and University Avenue in Urbana. All parties refused medical treatment at the scene, according to officials.

(Bloomington-jm) – The road directly in front of the Central Illinois Regional Airport on the east side of Bloomington will be under construction starting Monday. CIRA said roadway rehab will have four phases and is expected to last around 12 weeks. Many of the current roads and curbs are original to the terminal building, constructed in 2001. There will be continually changing traffic patterns on the road entering and exiting the airport as work progresses. Flaggers and devices will be in place to help guide traffic. CIRA said there will be only partial access to the front curb for partial pick-up and drop-off which could increase traffic in front of the terminal. The airport recommends using the short-term parking lot for passenger pick-up and drop-off. The road refurbishment is one of three construction projects in progress at the airport.

Illinois State Fair officials announced that 15,427 people attended the show, surpassing previous records set in 2011. The top ticket seller was previously Jason Aldean, who filled 15,329 seats in 2011, followed by Florida Georgia Line in 2014.

 

(Springfield-jm) – Even with a rain delay, hundreds of Republicans from around the state gathered at the Illinois State Fairgrounds for the Republican Day rally Thursday. Capitol News  Illinois reports this year the Grand Old Party is focusing on unifying under Donald Trump and electing more Republicans in the state. New polling shows Democratic Vice President Kamala Harris' campaign even or slightly ahead of the Trump campaign, but Illinois Republicans are still excited to vote for their candidates up and down the ballot. (Urbana-jm) – $32.6 million in federal funding is going to the University of Illinois to help advance cancer research. The money comes through the Advanced Research Projects Agency for Health Precision Surgical Interventions program. It will benefit the invention of new imaging techniques that will allow surgeons to remove all remaining microscopic cancer cells before the end of procedures.

(Undated-jm) – The outlook for this year's harvest season is good in some regards but shaping up to be rough in others. The USDA predicts record amounts of corn and soybean yields this season — for corn, a 9% increase from last year to 227 bushels an acre. And for soybeans, a 5%  jump to more than 70 bushels an acre. However, prices have dropped to double-digit losses. The exact numbers come out to a 22% drop for corn prices and a 23% drop in soybean prices compared to last year.

(Springfield-jm) – With the price of oil on the rise because of tensions in the Middle East, the high gas taxes in Illinois only makes things more expensive for motorists. A study by the Tax Foundation shows that Illinois has the second highest gas taxes in the country, behind only California, the only two states with gas taxes that top 60 cents per gallon. The lowest gas tax in the continental U.S. is Mississippi at just 18 cents per gallon. Illinoisans pay 66.5 cents in taxes per gallon. In neighboring Missouri, the gas tax is less than a quarter, something that Adam Hoffer, Tax Foundation director of Excise Tax Policy, said on the group's podcast that it is a fact not lost on Illinois drivers. Neighboring Iowa's gas tax is 30 cents a gallon. Kentucky's is 30.1 cents. Wisconsin's is 32.9 cents. Indiana's is 51.7 cents.

(Springfield-jm) – An initiative of a drug treatment provider in Coles County, sponsored in the House by State Representative Chris Miller of Oakland, has been signed into law by the governor.  The treatment provider had noted the difficulty of getting people to court and to court ordered drug treatment and asked for help in finding a solution for the problem...

 

 

State Representative Chris Miller of Oakland. The bill amends the Counties Code to permit counties to apply transportation funds to assist persons attending problem solving courts.    The new law provides that a county may use funds designated by law or ordinance for transportation purposes to fund rides for persons to attend problem-solving courts.   It also allows a county to enter into an intergovernmental agreement with another unit of local government for this purpose.

 

(Danville-jm) – The Vermilion County Animal Shelter in Danville is in need of more wet food for their puppies. Shelter staff said donors can drop off food products at their building, during their usual hours. (Monticello-jm) – A Monticello Police Officer who was arrested on Tuesday has now been charged with disseminating child sexual abuse material by Attorney General Kwame Raoul and Piatt Count State's Attorney Sarah Perry. William "Craig" Griswold was charged in Piatt County Circuit Court with four counts of dissemination of child pornography, Class X felonies each punishable by up to 30 years in prison. Griswold is currently in the DeWitt County Jail, and his next hearing is set for Sept. 9.

 

(Springfield–jc)  –An Illinois congresswoman is praising President Joe Biden for designating the site of the 1908 Springfield Race Riot as a national monument. U.S. Rep. Nikki Budzinski said she led a letter to the president calling for this action in December During the riot, a mob of white residents attacked Springfield's Black community, burning down homes and businesses. In the aftermath of the riot, the N-Double A-C-P was formed.

(Springfield-jm) – Lawyers for the family of a Springfield woman shot to death by a sheriff's deputy are calling for changes, including to the Illinois SAFE-T Act. The July killing of Sonya Massey sparked calls for change around the country. Massey was shot while ducking in her kitchen by a Sangamon County sheriff's deputy who is now charged with murder. She had called 911 to report a prowler. The ACLU is now urging Congress to reconsider the George Floyd Justice in Policing Act, a call backed by Massey's family. The bill would lower the criminal intent standard to convict a law enforcement officer for misconduct in a federal prosecution and limit qualified immunity as a defense to liability in a private civil action against a law enforcement officer. The family is also calling for an expanded national database of police officers.

 

(Springfield–jc)  The Illinois Department of Commerce and Economic Opportunity has announced the recipients of $5.5 million in loans through Round II of the Cannabis Social Equity Loan Program. Through the program, 23 qualified, licensed social equity dispensaries are receiving $240,000 direct forgivable loans financed by Illinois taxpayers. Applicants were selected based on factors including social equity status, financial need, financial resources, and progress toward becoming operational.

(Watseka-jm) – Four Central Illinois fire departments spent five hours putting out a house fire in Watseka Wednesday. The Watseka Fire Department was alerted of the fire near South 5th Street and East Hamilton Avenue, fire crews found heavy smoke coming from the vacant home's second-floor window. The cause of the fire is still being investigated, though it is reported to have started in a second-floor bedroom. No one was hurt in the incident.

(Chicago–jc)  –Vice President Kamala Harris and her running mate are expected to hold a joint rally next week in Milwaukee while the Democratic National Convention is going on in Chicago. According to the New York Times, Harris and Minnesota Gov. Tim Walz will host a rally Tuesday at the same arena where the Republican National Convention took place. The Times also reported that former President Barack Obama will address the DNC on Tuesday.

(Iroquois County-jm) – The Iroquois County Board voted to place a referendum question on the November 5 ballot asking voters if they find it OK to pursue separation from Cook County government to form a new state. The non-binding referendum has gained support from several downstate counties. A group is proposing the separation out of frustration of playing second-fiddle to Democrat-dominated Cook County. Many have voiced the frustration – for years –of being overlooked by the political strong arm of Cook County.  If nothing else, it sends a message that downstate is tired of being ignored by policy-makers. Opposition to the move to separate finds most people saying downstate separation from Cook County would be an economic disaster.  Without a connection to Chicago, downstate would lose some 75% of federal funding Chicago brings to Illinois. Lack of resources would  leave nothing for the rest of the state. It's unlikely anything would happen. The State Legislature and the Federal government would have to approve such a move. There were two dissenting votes from the Iroquois County Board ---- Mitchell Bence and Raymond Williams. Chad McGinnis and John Zumwalt were absent.

(Springfield-jm) – An executive order penned by Illinois Governor J.B. Pritzker on Tuesday created a new state position with the Illinois Department on Aging. The chief planning officer will lead the development and implementation of a multi-year, multi-sector plan for the department. The plan will serve as a decade-long blueprint to support healthy aging in Illinois with clear objectives for public and private sector progress.

 

(Monticello–jc)  Illinois State Police  Division of Criminal Investigation Zone 5 arrested 39-year-old William C. Griswold of Monticello,  Tuesday for Dissemination of Child Pornography which is a Class X Felony. State Police conducted a residential search warrant in Monticello in reference to multiple Cyber Tips received from the National Center for Missing and Exploited Children ) regarding child pornography.  Prior to the search warrant, I-S-P special agents took William C. Griswold into custody and transported him to the Piatt County Jail. This investigation was a collaborative effort between the Illinois Attorney General's Office Internet Crimes Against Children Task Force, the Piatt County State's Attorney's Office, the Monticello Police Department, and ISP.

 

(Springfield-jm) – A new Illinois law will help provide more educational opportunities for young people serving time in the Department of Corrections. The law requires the Illinois Department of Juvenile Justice to establish an emerging adults program for 18 to 21-year-olds in prisons. These people could be transported to the juvenile justice center in Harrisburg, Illinois to participate in therapy sessions, case management, vocational training and higher education opportunities.

(Ford County-jm) – At this week's meeting, the Ford County Board approved plans for a new solar farm near Gibson City. Gibson City Mayor Daniel Dickey estimates that the farm will generate $24 million in tax revenue over the next 35 years. Much of that money will go into the school district and powering the city. Earthrise Energy will construct it next to their peaking plant outside town. They said it will bring 20 new jobs to the area. They also plan to plant trees and native plants around the solar farm this fall. Construction is expected to begin in 2025.

(Champaign-jm) – More than three years after Champaign Officer Christopher Oberheim's death in the line of duty, the woman who illegally gave his killer the murder weapon has been sentenced to prison. Ashantae Corruthers was sentenced to four years in prison, followed by three years of parole. She pleaded guilty to two counts of conspiracy — one of illegally buying and transferring a firearm and one of engaging in misleading conduct. Corruthers and Regina Lewis were both accused of buying the gun for Darion Lafayette, who shot and killed Officer Oberheim and wounded his partner Jeffrey Creel in 2021 after the officers responded to a domestic dispute. Lafayette also died in the incident.

(Springfield-jm) – Gov. JB Pritzker has signed a bill into law to improve access to Alzheimer's treatment in Illinois. The legislation requires the State Employees Group Insurance Program to cover medically necessary FDA-approved treatments and medications to slow progression of the disease. This law also requires coverage for diagnostic testing for doctors to determine the best treatment or medication. The new insurance coverage will begin on July 1, 2025.

 

(Springfield-jm) – A new state law could help make schools safer through updated student discipline procedures. The Illinois State Board of Education will be required to draft and publish guidance for development of reciprocal reporting systems between schools and law enforcement. This plan also calls on ISBE to publish guidance for re-engagement of students suspended, expelled or returning from an alternative school setting.

(Undated-jm) – One of the most famous train engines in the United States will pass through Central Illinois next month. Union Pacific is sending its "Big Boy" engine, the world's largest operating steam locomotive, on a tour across 10 states, including Illinois. The Big Boy will arrive in the area on September 9. The locomotive is expected to leave Rochelle that day, arrive in Watseka at 5 p.m. and leave 30 minutes later. Traveling south, the Big Boy will make an overnight stop in Villa Grove, with village officials saying it should arrive around 7 p.m.

(Springfield-jm) – With early voting just around the corner, an elections official wants to instill confidence in voters around Illinois' election process. Early voting for the November 5 general election begins September 26 in Illinois. Mail in ballot applications are in the mail to Illinois voters. Requests must be returned by October 31. Tazewell County Clerk and Recorder John Ackerman recently held a roundtable discussion to address concerns there may be this election cycle. Illinois' elections are decentralized, meaning each of the state's 102 counties have their own elections authority, with separate authorities in some larger municipalities that independently run their jurisdictions' elections. Among concerns that have been raised is the increase in mail-in voting. Ackerman said there are safeguards in place, with one exception, the affidavit.

 

(Springfield-jm) – A new program in Illinois aims to help organizations that work with older adults better understand the LGBTQ plus community's needs. Capitol News Illinois reports OUTSafe is a violence prevention program run by the Springfield organization AgeLinc (age link). Part of the program teaches organizations how to use language that is inclusive and affirming, so older LGBTQ plus people feel safe sharing their identity and concerns. Groups that can take the training include service providers, healthcare workers and police departments. (Champaign-jm) – The Champaign Police Department is asking for help in solving a bank robbery case through Crime Stoppers. The robbery happened the morning of July 27 at the Busey Bank branch at 2011 West Springfield Ave. Officials said that just after 9 a.m., a man entered the bank and demanded money while implying he had a gun. The offender was given cash and left the bank. The offender is described as being a Black male with a medium build. During the robbery, he wore a gray hat, black and white women's shirt, and gray pants, along with a mask, sunglasses and a blonde wig.

(Springfield-jm) – In about one week, the U of I campus will start to fill up with students once again. But, will they have a place to live? In July, University Housing said this has been an unusual year. More students signed contracts than anticipated and there has been a shortage of rooms. The housing department said everyone is now assigned a room. There are fewer than 10 students University Housing is still trying to find a solution for, but he said those people signed their contracts after Aug. 1.

(Champaign-jm) – State Senator Paul Faraci's measure to extend utility bill relief so more Illinois households can receive assistance was signed into law on Friday. Faraci's measure eliminates the scheduled sunset date on a state fund that finances two needs-based assistance programs – the Low-Income Home Energy Assistance Program and the Percentage of Income Payment Plan. The fund was set to shut down Jan. 1, 2025. LIHEAP and PIPP offer bill payment assistance to low-income residential utility customers by helping eligible households pay for home energy services. Both assistance programs are administered by the Illinois Department of Commerce & Economic Opportunity. Had the new law not passed, over 174,000 households statewide could have been affected, including 30,000 households on the Percentage of Income Payment Plan that would have been dropped from the program and lost their benefits on Jan. 1.

Illinois now ranks as the least affordable state for housing in the Midwest

(Springfield-jm) – Although a bipartisan measure to raise the threshold on estate taxes stalled in the Illinois General Assembly, the legislation may not be dead yet. 

Current state law says that if an estate is under a $4 million threshold, there are no estate taxes to pay, a number that critics say is too low. If the number is higher, proponents of raising the threshold said some families have been forced to sell off some or all of the family farm just to pay the estate tax. Brian Duncan, president of the Illinois Farm Bureau, said the death of a loved one should not be a death sentence for the family farm. Proposed legislation, known as the Family Farm Preservation Act, would raise the estate tax threshold to $6 million. The measure also looks to change the definition of a "qualified heir" to include the siblings, aunts, uncles, nieces, nephews or first cousins of the farmer.

(Rantoul-jm) – Rantoul Police are investigating a shooting that happened Friday afternoon. The shooting happened on South Maplewood Drive near Grove Avenue around 1:30 p.m. Friday. Police said the shooting victim crashed into a pole in a car, but they are unsure if the victim was shot and then tried to drive or shot while driving. The victim also called 911. Officers treated the victim before they were transported to a local hospital. Police said their injuries are non-life-threatening.

 

(Champaign-jm) – While the Summer Games have wrapped up, the Paralympic Games are just 17 days away. Around two dozen students, alums and trainees from the University of Illinois will be heading to Paris. (Rantoul-jm) – A grand jury returned an indictment on a Champaign man with robbing the Community Plus Federal Credit Union in Rantoul on June 20. Troy D. Burke, 41,was arrested in Rantoul on June 20 by officers and has remained in the custody of law enforcement since that date. He was initially charged by the Champaign County State's Attorney's Office and later charged by federal complaint. If convicted, the maximum statutory penalties for the crime charged are up to 20 years of imprisonment, up to a $250,000 fine, and up to three years of supervised release.

In Gilman tonight at 7, city leaders are expected to approve the 3rd and Melvin roadway improvement project, consider the creation of a third TIF district and consider the 5th Street sewer interceptor project.

 

(Springfield-jm) – Illinois now ranks as the least affordable state for housing in the Midwest, with 1 in 3 households paying more than 30% of their income for housing as property taxes continue to rise. U.S. Census Bureau data analyzed by the Illinois Policy Institute also shows that at least 15% of households pay upwards of 50% of their income for housing, rendering them by federal standards as "severely burdened." At the same time, data shows that the typical homeowner's property taxes have jumped by $756 since 2019, leaving the state home to the second-highest rates in the country. Overall, the typical Illinois homeowner now pays roughly $5,055 in property taxes or more than double the national average of $2,457. More than 50% of voters polled in a recent survey cited high taxes as the primary reason they would leave if given the chance.

(Urbana-jm) – Two people were hurt after a shooting early Saturday morning in Urbana. Police say they were called to the 2000 block of Vawter Street just after 3:30 a.m.  When officers arrived they learned two people were taken to the hospital. One person was shot in the arm and the other was shot in the torso. About two hours later police identified the shooter. 48 year old Maurice Conley of Urbana was arrested and is facing Aggravated Battery with a Firearm charge. He is in the Champaign County Jail.

(Paxton-jm) – A new bench has been added to the dog park at Coady Park in Paxton. The bench is dedicated in memory of Joseph Stallone, 19, and his girlfriend, Keegynn Martinek, 17, both of Paxton, who died tragically in a two-vehicle crash on June 27, 2023, south of Rankin. The memorial bench, placed on the dog park's southeast side near its entrance, was donated by PBL High School's class of 2024, of which Miss Martinek was a member.

 

(Champaign-jm) – State Senator Paul Faraci joined the Office of the State Fire Marshal in announcing applications are now being accepted for the Small Equipment Grant Program. The Small Equipment Grant Program assists fire departments and not-for-profit ambulance services in Illinois, particularly those experiencing difficulty in generating the necessary revenue for small equipment. The grants allow eligible applicants the opportunity to purchase small tools and equipment they may otherwise not be able to afford. All interested departments should send an application to OSFM electronically or postmarked no later than Oct. 1.

Illinois Governor J-B Pritzker is turning up the heat on Sangamon County Sheriff Jack Campbell to resign

(Springfield-jm) – The Liberty Justice Center filed a First Amendment lawsuit to challenge a recently enacted Illinois law that would prohibit companies from holding mandatory meetings where "religious or political matters" are discussed. 

On July 31, Illinois enacted what the group is calling the misleadingly titled "Worker Freedom of Speech Act," even though it does not actually protect workers' freedom of speech, but rather attorneys say it infringes on employers' free speech rights. The lawsuit argues that the legislation violates the First Amendment and should therefore be enjoined.

 

(Springfield-jm) – Illinois Governor J-B Pritzker is turning up the heat on Sangamon County Sheriff Jack Campbell. Campbell and his department are facing scrutiny after a deputy shot and killed a woman who'd called for help with a possible prowler near her home. Sean Grayson is charged with murder in the death of Sonya Massey, and his since been fired. But Pritzker says Sheriff Campbell should do more...

Massey's family is calling for Campbell's resignation and this week Pritzker joined them. The USDA reports there are 290 certified farmers markets in Illinois, from Carbondale to Bloomington to the Chicago area. (Piper City-jm) – Ford County Public Health Department has confirmed the first mosquito to test positive for West Nile virus. The health department collected a positive mosquito batch on August 08, from Piper City. No human cases of West Nile virus have been reported so far this year.

(Vermilion County-jm) – It is once again time for the public auction of Vermilion County delinquent properties.  This pertains to real estate properties that were delinquent for 2020, and mobile homes that were delinquent for 2021 and prior real estate taxes. Vermilion County, as  Trustee, will be offering for sale approximately 253 real estate properties and 102 mobile homes.  The public auction is Monday evening, August 12th at 6pm, at VFW Post #728 in Danville; and bidding will start at $750.00 per item.

(Springfield-jm) – Illinois State Fair officials unveiled the Butter Cow Wednesday in the Dairy Building on the Illinois State Fairgrounds. The Butter Cow has been an unofficial mascot of the fair since the 1920's. Five-hundred pounds of unsalted butter are used to sculpt the life size figure by hand. The sculpture will remain on display for the duration of the fair. The 2024 Illinois State Fair runs Aug. 8 through 18 in Springfield.

 

(Springfield-jm) – Gov. J.B. Pritzker signed the Language Equity and Access Act into law. The bill requires the Governor's Office of New Americans, in partnership with the Illinois Department of Human Services, to craft, implement and oversee statewide language access requirements. Officials said nearly 24% of Illinois households speak a language other than English in the home, with Spanish being by far the most common. Polish, Chinese and Tagalog round out the top five most spoken languages in the state.

(Gibson City-jm) – The Gibson City-Melvin-Sibley school board is expected to appoint two new members during its next meeting to fill a pair of board seats vacated in June by the resignations of Josh Johnson and Miranda Leonard. Kenna McCall and Sarah Lutterbie are expected to be appointed to the board at the meeting Monday night.

(Springfield-jm) – The Office of the State Fire Marshal has announced the application period is open for the Small Equipment Grant Program. The OSFM will award $4 million to eligible fire departments and ambulance services for the purchase of small firefighting and ambulance equipment. Officials said the program is an innovative approach to a problem that has long caused difficulties for the fire departments and not-for-profit ambulance services in Illinois, particularly those that have hardships in generating the necessary revenue for small equipment.

 

(Springfield-jm) – A number of agricultural groups will be represented Friday during Agricultural Day at the Illinois State Fair. Numerous commodity organizations, farmers and other agricultural officials will be on hand to share information on current ag policies. Illinois' agricultural output is a major contributor to the state's economy, generating more than $51 billion annually in marketing revenue. This includes over $19 billion from agricultural commodities, and billions more from related industries. Illinois is the top soybean producing state in the country, and the second largest producer of corn.

 

(Springfield-jm) – Illinois already has many laws that protect women's reproductive rights. Now some new laws will expand those rights even more. Capitol News Illinois reports one law ensures women in Illinois can get an abortion if they have a life-threatening emergency. The law was created because of concerns that the U-S Supreme Court might overturn the Emergency Medical Treatment and Labor Act. The act is a federal law that allows patients to get an abortion when their life is in danger. Though the act has not been overturned yet, Governor J-B Pritzker says these new state laws were created to shield Illinoisans from future Supreme Court decisions that curtail federal abortion protections...

Advocates say this will protect patents who come to Illinois for abortions or gender affirming care.

 

(Undated-jm) – Driving on rural roads in Central Illinois can be dangerous at any time of the year, but local law enforcement say they see a rise in rural crashes during the summer because of corn around ten feet tall, blocking the view for drivers. Even if two cars slow down before the intersection, there may still be the question of who has the right of way when there are no stop signs. They say that would be the car on the right.

(Springfield-jm) – The Illinois Department of Financial and Professional Regulation announced Tuesday, in addition to modernizing outdated processes, it has reached an agreement to secure a new professional licensing system for individuals whose careers require a license to work in Illinois. The agency has been plagued by lengthy delays in issuing professional licenses. Through an approximately $9 million investment over the next three years, IDFPR will partner with a digital government service provider to implement the new online system.

 

(Springfield-jm) – Gov. J.B. Pritzker has signed the Veteran's Consumer Fraud Bill into law. The legislation broadens the definition of "veteran or military benefits services" to include any consultation services that would assist in obtaining, changing or appealing benefits decisions. The bill also targets predatory "claim sharks," or non-VA accredited individuals or companies that charge for consultation and filing services.

 

(Springfield-jm) – Republicans continue to call out Governor J-B Pritzker for his attempts to reach a higher office. The Danville couple has owned stores in Vermilion County for over 25 years and more recently added a Covington, Indiana location. Blake Linders from Effingham purchased all seven local McDonald's locations. The sale will be final on August 14, 2024.

(Springfield-jm) – The Illinois State Police recently conducted numerous firearm enforcement details in counties across the state. The enforcement details from June 24 through July 19 focused on individuals who have become the subject of a Firearms Restraining Order or Clear and Present Danger, or received a criminal conviction, among other reasons. Officers completed 192 details and brought 673 people into compliance with state law. As a result of these efforts, 318 individuals transferred firearms out of their possession.

 

(Springfield-jm) – During the summer when pools are open and lakes, ponds and other bodies of water are more accessible, there is an increase in water-related deaths especially with children. The Illinois Department of Children and Family Services reminds parents and caregivers to constantly supervise children whenever they are near water, no matter their age or how well they can swim. In 2023, 20 Illinois children lost their lives to accidental drowning: eight in pools, four in bathtubs, four in lakes, two in ponds, one in a washing machine and one at a water park.

 

(Springfield-jm) – A new state law will make it easier for people leaving prisons and jails to get I-Ds. Capitol News Illinois reports the Secretary of State's office can now waive the requirements for a birth certificate if a person has previously held a valid Illinois driver's license or I-D. The new law also allows officials to verify a social security number through the Social Security Administration instead of being shown a physical card. Secretary of State Alexi Giannoulias says having an ID is necessary for so many things and most people don't think twice about how important they are...

(Urbana-jm) – Another person has been charged in relation to a pro-Palestine protest at the University of Illinois earlier this year. According to records from the Champaign County State's Attorney, Arthur Paganini is being served a Notice to Appear for charges of mob action and obstructing a peace officer. Champaign County State's Attorney Julia Rietz confirmed Paganini's charges are related to the encampment protests in April. Paganini is the seventh demonstrator to be charged in relation to U of I's encampment protests. The others include: Victor Smith, Elizabeth Sotiropoulos, Joseph Kleckner, Yafa Issa, George Vassilatos, and Christopher Zelle. All seven are facing mob action charges. Sotiropoulos and Kleckner are being additionally charged with obstructing a peace officer, and Zelle has also been charged with aggravated battery to a peace officer.

(Springfield-jm) – A new Illinois law allows parents who don't use all the money in their Illinois 529 College Savings Accounts to roll over the funds into a Roth IRA. The option is possible because Congress approved a measure in December 2022 changing Section 529 of the Internal Revenue Code to authorize tax- and penalty-free rollovers from college savings plans to Roth IRAs, with some limitations. To take effect in Illinois, however, lawmakers needed to change state law to allow the Roth IRA rollover option for Bright Start and Bright Directions 529 college savings account owners.

 

(Undated-jm) – The heat is expected to stick around another day in Illinois. High temperatures Monday reached the 90s for much of the state with heat indices surpassing 100 degrees. On Tuesday, some areas of southern Illinois will see temperatures approach 100 actual degrees. Temperatures are expected to moderate on Wednesday. (Springfield-jm) – A new law in Illinois is prompting changes for people who work as election judges and poll workers across the state. Capitol News Illinois reports as part of House Bill 44-88, which was signed into law in July, poll workers will no longer have their name, ward or township and precinct number on their identification badges. Instead, the badges will say they are an election judge that is authorized by their local court. Each badge also has a unique identification number for each judge. (Champaign-jm) – This week Champaign County Crime Stoppers is seeking assistance from the public regarding recent burglaries of motor vehicles. The University of Illinois Police Department is investigating a string of burglaries to motor vehicles that occurred in Campustown between July 5, and July 8, where vehicles were damaged, items were stolen, and stolen financial cards were used to make fraudulent purchases at area businesses. The suspect is described as a black male, 5'6" to 5'10" tall, medium build, with short black hair, a thin mustache, and a short goatee. The suspect was seen wearing a silver chain necklace with a cross pendant and had tattoos on both of his arms, shoulders, and on his chest. The suspect was seen traveling in a gray, 2020 Kia Soul, bearing Texas license plates.

(Undated-jm) – University and community college employees will receive their pay and benefits if a campus is closed due to a winter weather emergency. Senate Bill 331 requires the Board of Trustees of each public university and community college to pay employees their daily, regular rate of pay and benefits if a campus is closed due to a city, county or state declaration of a winter weather emergency. The law does not apply if the day is rescheduled and the employee would be paid their daily, regular rate of pay and benefits for the rescheduled day when services are rendered.

(Springfield-jm) – There's a lot more to the newly enacted law eliminating Illinois' grocery tax in 2026. Local governments can now impose their own 1% tax, along with other sales tax increases. Gov. J.B. Pritzker announced Monday he signed House Bill 3144, touting relief he said the measure will bring. In 2022, an election year, Pritzker proposed a 12-month reduction of the state's grocery tax from 1% to zero. Funds were increased in the budget for that period to assist local governments impacted by the lost revenue. The tax kicked back in for fiscal year 2024. Monday, Pritzker said taking the tax from 1% to 0% in conjunction with separate policies like a child tax credit "are not esoteric policy proposals but actually do lift burdens everyday Illinoisans face." But the elimination of the statewide grocery tax doesn't go into effect until Jan. 1, 2026. The measure does other things, like allowing local governments to impose a grocery tax and increase other sales taxes, not through voter referendum, but through ordinance. That takes effect immediately.

 

(Springfield-jm) – Changes to Illinois' strict Biometric Information Privacy Act, or BIPA, are now on the books. Governor J.B. Pritzker signed Senate Bill 2979 into law that will drastically reduce the penalties companies could face for improperly collecting biometric data from workers and consumers. Effective immediately, the change expands the definition of written release to include electronic signatures and would make multiple violations of BIPA a single violation if committed against one individual. The changes to the law effectively overturn an Illinois Supreme Court ruling last year that said companies could be held liable for each time they misused a person's private information and not only the first time.

(Urbana-jm) – The University of Illinois has had a long-standing relationship with IDOT dating back to the 1940s, which has provided students with more opportunities for transportation. Chicago is considered the hub of transportation in America, and now as more electric vehicles join the fleet, researchers are looking to adapt the industry to minimize carbon emissions. IDOT has continued its partnership by signing a $48 million agreement, which is aimed at growing sustainability research. IDOT and the U of I have collaborated to complete almost 320 projects. Officials say 40 are scheduled to be in-progress this fall.

High gas taxes make saving money more challenging for drivers in the Land of Lincoln

(Springfield-jm) – Plaintiffs in a lawsuit against House Speaker Chris Welch are requesting that a judge deny Welch's motion to dismiss a case where Illinois Statehouse staffers are seeking to collectively bargain. Welch's motion includes an accusation that the legislative staff forum shopped, which is a strategy of filing a case in a particular venue that the filing party, in this case the staff and lead plaintiff Brady Burden, believes will be more favorable to its interests. Burden said that the staff didn't do that. The Illinois Labor Relations Board, according to Burden, ruled that state statute excludes legislative employees and because of that they can't rule something unconstitutional or if Welch is required to adhere to recently passed Workers' Rights Amendment. The amendment, which enshrined in the Illinois Constitution the right of workers to collectively bargain, passed in 2022.

 

(Springfield-jm) – High gas taxes make saving money more challenging for drivers in the Land of Lincoln. Illinois consumers are taxed 47 cents per gallon since the state's motor fuel tax increased 3.5% on July 1. This is 147% more than drivers were taxed in 2017, when the tax was 19 cents per gallon. The tax on diesel is now 54.5 cents per gallon. According to WalletHub analyst Cassandra Happe, gas taxes just add frustration for most citizens. Happe said drivers can try to offset higher taxes and prices for gas by taking advantage of helpful apps.

(Homer-jm) – The north boat launch and parking area at Homer Lake will be closed on today for renovations. Back in May, the Champaign County Forest Preserve shared details on several projects coming to their parks. That included a new kayak launch at Homer Lake.  Leaders said the more-than-$100,000 project aims to improve accessibility so anyone can enjoy the parks and nature. Another project at the Middle Fork Forest Preserve is also set to create more space for more accessible fishing and stargazing.

(Rural Paxton-jm) –An autopsy was set for this past Saturday for two people fatally injured in a two vehicle accident Thursday evening  Ford County Coroner Brandon Roderick has identified the deceased as Jakub Pietkiewicz of Paxton and Christopher Perry of Houston, Texas as the two drivers killed in an accident east of Paxton  last Thursday evening.

(Springfield-jm) – Dozens of measures impacting employers, education, health care, criminal justice and more are now law after Illinois Gov. J.B. Pritzker enacted 59 bills Friday. The Illinois General Assembly approved more than 450 measures during the spring session that ended in May. Pritzker has been holding bill signing ceremonies for some measures, but others are announced in news releases. 

Late Friday, Pritzker's office announced the signing of 23 House bills and 36 Senate bills.

 

(Springfield-jm) – Illinois has rising unemployment and poor credit ratings. Gov. J.B. Pritzker told the AFL-CIO that Illinois is the most labor-friendly state in the union. Illinois had a June unemployment rate of 5%, which is higher than any of the states bordering the Land of Lincoln. Missouri and Indiana had rates under 4%. Iowa and Wisconsin were under 3%. Bryce Hill, senior director of fiscal and economic research at the Illinois Policy Institute, said the numbers are concerning. Hill also said the state's credit rating remains perilously low. "Compared to other states, Illinois's credit rating is dead last in the nation," Hill said.

(Ford County-jm) – Search warrants served Thursday at residences in Elliott and Gibson City resulted in the arrest of two men, Robert Schaub and Charlie Brown and the seizure of more than a pound of suspected methamphetamine, psilocybin mushrooms and several oxycodone pills, the Ford County Sheriff's Office said. In a news release Friday, the sheriff's office said the search warrants followed an investigation into illegal drug activity. Schaub was arrested on multiple warrants and for possession of methamphetamine and possession with intent to deliver methamphetamine, with other charges pending. Brown was arrested for possession of a controlled substance and possession with intent to manufacture or deliver a controlled substance.

(Rural Paxton-jm) – Two people have died after a two vehicle accident east of Paxton Thursday evening. Emergency crews were called to the accident between a semi and an SUV just after 5:30 on Route 9 between 2300 and 2400. The names of the two deceased have not yet been officially released by authorities.

 

(Washington-jm) –  Former Republican Congressman Rodney Davis has been hired as head of governmental affairs for the U.S. Chamber of Commerce. Davis was elected to Congress in 2012 representing a district that included parts of Central Illinois. Two years ago, he lost a GOP primary race in the newly drawn 15th District to U.S. Rep. Mary Miller. Davis will start his new job this month.

 

(Paxton–jc)  No one was injured in a two vehicle accident in downtown Paxton on Thursday morning. The accident happened at the intersection of Pells and Market in the downtown area. No tickets were issued. Downtown traffic was delayed for several hours.

(Mahomet-jm) – The results are in on how the Mahomet-Seymour School Board might deal with crowded classrooms. There was a survey sent out with two plans. The superintendent said people chose the more expensive option over the alternative. That was the $112.9 million plan to build new 6th through 8th grade and 2nd through 3rd grade buildings. The second less-popular plan was only about $3 million less and would build a new 6th through 8th grade building while renovating other schools. Both plans would add $40 million of improvements to the high school in about five years. The school board now needs to decide whether they want to move forward with the plan and put it on a ballot. A special meeting will be held Monday at 7.

 

(Loda-jm) – Multiple departments were called to an electrical fire in Loda Thursday afternoon. Crews were called to the fire on Iroquois Trail just before 1:30. Paxton, Buckley and Loda were called to the scene. No damage was reported. 

 

(Gilman–dm) The City of Gilman has a lot of street and sewer projects under construction, including a $2.3 million project that's just about complete.  Gilman Mayor Rick Theesfield tells us about the project.

(Champaign-jm) – One lane was closed on I-57 southbound after a driver was injured in a rollover crash Thursday morning. A box truck rolled over in the ditch just near exit 237B. The driver was hurt in the crash and was taken to a local hospital.

 

(Springfield-jm) – Illinois voters will be asked in November if the state's constitution should be amended to provide property tax relief. A former Democratic governor is leading the effort to ensure voters know about the referendum. Illinois has one of the highest and most burdensome property tax bills in the country, but state lawmakers and former governor Pat Quinn hope to provide some relief for people struggling to get by. Voters will be asked if the Illinois constitution should be amended to create an additional 3% tax for millionaires. The state would put money from the new tax into a property tax relief fund.

 

(Sangamon County-jm) – Sean Grayson, the ex-deputy with the Sangamon County Sheriff's Office who shot Sonya Massey, never should have been allowed to be a law enforcement officer, according to Representative Robin Kelly. Right now, when an officer resigns while being investigated, or moves to another department, their disciplinary record may not show all of the information about their history. Representative Kelly co-sponsored the George Floyd Justice in Policing Act. The plan would create a federal registry of police misconduct complaints, which would keep officers with concerning behavior from wearing a badge.

(Champaign-jm) – The Champaign Police Department released the results of their July traffic safety campaign. Most traffic violations involved speeding, with 46 citations and two written warnings given. Three drivers were cited for driving without a valid license, and four were cited for expired registration. One warning was given for improper lane usage. Meanwhile, one child safety seat was found to have been in violation. Officers also made one felony arrest for unlawful gun possession.

(Champaign County-jm) – The Champaign County Clerk is once again emphasizing the need for poll workers this election season, especially Republicans. Clerk Aaron Ammons said the biggest concern is having enough people on Election Day. He said they need a total of 325. Right now, they have 302 — but they're short on Republican judges, with only 91 so far and 211 Democrats. Ammons said the ideal break down would be 171 Democrats, and 154 Republicans.

(Springfield-jm) – Thousands of Illinois youth will be able to pursue careers operating heavy machinery under a new federal grant program announced Wednesday aimed at addressing a workforce shortage. U.S. Rep. Nikki Budzinski joined officials with the Youth Workforce Development Foundation, affiliated with SkillsUSA Illinois, and the Associated Equipment Distributors at Lincoln Land Community College in Springfield to announce nearly $8 million in funding through the Apprenticeships Builds America federal program. The groups will work in Illinois to help schools provide the necessary heavy equipment training programs.

 

(Springfield-jm) – The Illinois Environmental Protection Agency announced the opening of the first four electric vehicle charging sites under the Illinois EPA's Driving a Cleaner Illinois program. The 16 charging ports at four charging sites are located at gas stations in Beach Park, Le Roy, South Beloit and Troy. The new sites represent the first of more than 2,600 public DC fast charge and Level 2 ports the Illinois EPA plans to deploy across the state.

 

(Springfield-jm) – A new study shows many public school students in Illinois are still struggling to deal with the learning loss that occurred during the COVID-19 pandemic. Capitol News Illinois reports only about one-fourth of all students are back to pre-pandemic levels in English language arts, and even fewer have recovered in math scores. The data comes from the Illinois Workforce and Education Research Collaborative. The study's lead author, Meg Bates, says the learning recovery has been uneven across different grade levels and different student groups...

(Champaign-jm) – A 15-year-old in Champaign has been charged following an investigation into the shooting of two other teenagers on July 20. The shooting happened in the 3900 block of Colleen Drive. Champaign Police say that a 16-year-old and 18-year-old were shot multiple times in the torso while driving westbound on Colleen Dr. Their injuries were life-threatening, but both have since been treated and released, according to police. The 15-year-old was originally arrested and charged with unlawful possession of a firearm on July 24. After an investigation into the shooting, the Champaign County State's Attorney's Office amended the charge to include aggravated battery with a firearm.

(Springfield-jm) – Gov. JB Pritzker signed a plan into law Wednesday to protect workers from having to hear or read political and religious information unrelated to their jobs. The law will crack down on employers forcing their workers to listen to their views during work time. Illinois employers will soon be banned from threatening, disciplining, firing or retaliating against workers who refuse to attend mandatory workplace meetings that include political, religious or anti-union views. State Democratic leaders said Illinois will ensure every worker is given dignity and respect. Employers could face civil penalties of $1,000 for each violation of the new law.

(Springfield-jm) – A new report says people experiencing homelessness are likely to have a significantly reduced life expectancy and are more likely to be the victim of a violent assault or homicide. The Illinois Homelessness Morbidity and Mortality report was prepared for the Illinois Department of Public Health by the University of Illinois Chicago School of Public Health. The report, which draws on statewide hospital records and death certificates, was developed as part of an ongoing multi-agency effort by Illinois state government to promote housing access and stability across the state.

(Urbana-jm) – Three months after protests erupted at the U of I and other campuses across the country, there are now proposed changes to parts of the University's policies. It's leaving some students feeling uneasy. Back in the spring, an encampment stood on U of I's Main Quad. Students, staff and other community members were asking the University to divest funds from companies involved with supplying weapons to Israel. The U of I has several policies related to exercising freedom of speech. The Students for Justice in Palestine group feels recent proposed changes to four documents could limit their right to protest.
