Governor JB Pritzker has signed an executive order directing $20 million towards food banks in Illinois

(Springfield-jm) – Governor JB Pritzker has signed Executive Order 2025-08, directing $20 million towards food banks in Illinois to counteract the impact of federal cuts to the Supplemental Nutrition Assistance Program or SNAP. The order responds to the Trump Administration's decision to halt SNAP benefits for nearly 2 million Illinois residents starting November 1st.

(Springfield–dm)-Since taking office in 2019, JB Pritzker’s energy agenda has pushed coal and natural-gas plants off the grid and forced Illinois consumers to subsidize higher-cost, less reliable solar and wind through surcharges and taxes.  It continued Wednesday evening when the Illinois House, on a party line vote of 70 to 37, approved Senate Bill 25 that House Republicans say is just another example of flawed green energy fantasies that Illinois ratepayers are already all too familiar with. State Representative Brandun Schweizer (R-Danville) said there are a lot of cons to the bill, but the biggest will be the rate increases on people’s energy bills

(Springfield-jm) – Governor JB Pritzker told reporters in Springfield Thursday the Chicago transit bill is not dead, as there are still negotiations underway to try and get a funding and reform plan passed. The Democrat is opposed to some of the tax ideas included in the House proposal to generate $1.5 billion. Their plan features a 7% amusement tax on streaming services, live shows and ticketed events, a $5 surcharge for ticketed events at large venues, a billionaire's tax and additional speed cameras in safety zones. Some lawmakers and lobbyists doubt a transit bill can move out of either chamber Thursday, but Pritzker stressed it needs to get done. The governor hinted he may call a special session to address the transit plan if the measure does not pass by the end of the veto session.

Yet, each of the state's 102 counties have addressed the record sealing process differently. Sponsors and advocates told reporters Tuesday this plan could reduce costs and create thousands of good-paying union jobs while strengthening energy efficiency programs. Yet, Illinois manufacturers and Republican lawmakers argue the plan will raise rates and hurt companies. They claim the energy omnibus bill could leave businesses and families with a $7 billion bill to pay for battery storage. Illinois Manufacturers' Association President and CEO Mark Denzler told reporters a small food processor using 1,400 kilowatts of energy will see a monthly rate increase of $1,466 in the first year, which could grow to an increase of $12,084 in 2045.

(Springfield-jm) – Illinois Attorney General Kwame Raoul has joined a coalition of 26 attorneys general and governors in filing a lawsuit against the U.S. Department of Agriculture, challenging what they call the unlawful suspension of the Supplemental Nutrition Assistance Program or SNAP. The federal program provides food assistance to more than 40 million Americans, including nearly 2 million residents in Illinois. Raoul criticized the Trump administration’s decision to halt SNAP benefits, calling it a harmful blow to vulnerable communities across the state. The lawsuit argues that the USDA does have access to emergency funds specifically allocated for situations like this, contradicting its claims of insufficient resources. The coalition contends that the suspension will worsen food insecurity, strain local governments, and negatively affect health and nutrition in schools and communities. Attorneys general also maintain that the USDA does not have the authority to stop SNAP benefits, as Congress has already appropriated funding for the program. The coalition plans to seek a temporary restraining order to immediately restore benefits while the case proceeds.

These changes will take effect in the 2026 season, with maps and specific dates available online. State lawmakers are set to return to Springfield Tuesday for a two-week veto session

(Springfield-jm) – State lawmakers are set to return to Springfield Tuesday for a two-week veto session. The six days of the session will be jam-packed with discussions on Chicago transit, energy and criminal justice reform. The spring session ended with Illinois House leaders pumping the brakes on a massive funding and reform plan for Chicago transit companies. Many representatives and advocates were concerned about the potential $1.50 tax on all retail deliveries with motor vehicles. The delivery tax would have impacted everything from Amazon deliveries and DoorDash orders to medication shipments. Every Senate Republican voted against the idea. Lawmakers are also reviewing multiple bills to help lower utility costs and increase energy capacity. The state could create virtual power plants by having solar-powered batteries installed at homes and commercial buildings. People would receive rebates if they purchase a battery and agree to let the state access the stored energy during some of the hottest days. Democrats and clean energy advocates want to see more solar and wind projects brought online, along with battery storage and geothermal energy. Yet, GOP leaders argue Illinois needs to ensure there are protections for consumers paying high energy bills. Democrats also plan to pass a bill banning ICE officers and other law enforcement from wearing masks on the job.

(The Center Square) – McLean County Unit 5 submits a new discipline plan under state law after racial disparities are flagged. An Illinois state legislator says discipline should focus on behavior, not race. Illinois law requires schools to report discipline data and for districts with high or disproportionate suspensions to create reduction plans. State Rep. Regan Deering, R-Decatur, a former teacher, calls the mandate an overreach by lawmakers.McLean County Unit 5 reports significant drops in overall and student-of-color suspensions for the 2023–24 school year, though the district remains in the top 20% statewide for racial disproportionality in discipline for the third consecutive year. Unit 5 officials in the Discipline Improvement Plan say ongoing training and new practices are helping reduce suspensions while emphasizing equitable learning environments. Deering warned the reporting mandate could lead teachers to overlook minor misbehaviors that research shows may escalate into more serious problems.

(Washington-jm) — President Donald Trump is planning a significant aid package to U.S. soybean farmers to help them survive China’s boycott of American beans in response to his trade war even as the president says he is still seeking a soybean deal with Beijing. Treasury Secretary Scott Bessent on Thursday said on CNBC that the public could expect news of “substantial support for our farmers, especially the soybean farmers” as soon as today. Details of the aid package are unknown, but it would come as the world’s two largest economies have been unable to reach a trade deal and China has halted purchases of U.S. beans. China, the biggest foreign buyer of American soybeans for many years, last bought American beans in May and has not bought any for this harvest season, which began in September. The soybeans that China imports largely for oil extraction and animal feed are an important crop for U.S. agriculture because they are the top U.S. food export, accounting for about 14% of all farm goods sent overseas and China has been buying 25% of all American soybeans in recent years. U.S. farmers grew $60.7 billion worth of soybeans, or nearly 4.3 billion bushels, in the 2022-2023 marketing year, according to the American Soybean Association. Just over half were exported. Illinois is the top soybean growing state, but Iowa, Nebraska and Minnesota are also large producers.

The State of Illinois is now officially considered to be "unaffected" by the H5N1 strain of bird flu in dairy cattle

(Springfield-jm) – The State of Illinois is now officially considered to be “unaffected” by the H5N1 strain of bird flu in dairy cattle, the Illinois Departments of Public Health and Agriculture announced on Friday. “Unaffected” is defined by the U.S. Department of Agriculture as “ongoing testing and surveillance activities demonstrate absence of disease in dairy cattle in the state.” This means that as of Friday morning, no dairy cows in the state are infected with the H5N1 strain. H5N1, also known as highly pathogenic avian influenza, is a contagious illness found in waterfowl and other birds, and it can be transmitted to cattle or people who come into contact with an infected bird. The IDPH and IDOA began monitoring dairy operations for signs of H5N1 in the spring of last year.

(Springfield-jm) – As the clock ticks closer to the start of the veto session, Central and Southern Illinois lawmakers are becoming skeptical of a massive energy plan. Some are concerned Democrats will pass the bill without considering how it will impact consumers. State lawmakers need to add more energy options to the grid. Democrats and clean energy advocates want to see more solar and wind projects brought online, along with battery storage and geothermal energy. However, Republicans argue Illinois needs to bring coal and gas plants back online and lift the moratorium on large nuclear plant construction. The Illinois Commerce Commission said rates are guaranteed to increase if the state does not plan ahead and know how to best approach energy needs. They note that Illinois is one of the few states without an integrated resource planning structure.

(Springfield-jm) – A new report shows Illinois educational attainment continues to rise, and the state's schools weathered pandemic challenges better than other states. Although academic proficiency remains very low, equity gaps persist for students across the state. Nonprofit education policy group Advance Illinois announced Wednesday that Kindergarten readiness is improving, but gaps widened from 2018 to 2023 for English learners, by family income, and type of disability. Only a third of early childhood students show readiness in language and literacy, math and social-emotional skills. Illinois remains one of the country's leaders in academic growth between third and eighth grade, yet proficiency is stagnant for about a third of the student population. The percentage of students immediately enrolling in higher education fell during the pandemic and has not rebounded. Chronic absenteeism also remains high, as researchers found that student mental health and wellness are worsening. Advance Illinois reported 77% of Illinois youth have gone through an adverse childhood experience, and more K-12 students feel sad or hopeless.
