The National Weather Service has confirmed an EF-0 tornado touched down in Gibson City on Sunday

(Chicago–jm) — By a vote of 15 to 5, the Chicago Board of Education raised its property tax levy for fiscal year 2026 to generate an additional $25 million to $30 million in revenue. Chicago Public Schools Acting Chief Financial Officer Wally Stock said the levy increase from 3.8% to 4.78% would be reduced by county calculations. Monday’s vote came just over a week after the Chicago City Council passed a $16.7 billion budget that sweeps roughly $1 billion in tax-increment financing dollars to CPS. The Chicago Board of Education’s Office of Inspector General recently found that “severely deficient” travel expense procedures resulted in CPS spending roughly $23.6 million in overnight travel-related expenditures from 2019 to 2024.

(Springfield-jm) – A new law that was signed earlier this month will permanently legalize selling “cocktails to-go” and will create new rules that aim to help more Illinois distilleries grow their business. Senate Bill 618 was signed into law by Governor JB Pritzker on December 12. State Senator Cristina Castro was one of the bill’s sponsors. Castro said SB618 makes several changes to the existing law. First, it creates a class 3 craft distiller’s license. This will allow distilleries to manufacture up to 100,000 gallons of spirits annually. Then, the licensees can apply to self-distribute up to 2,500 gallons each year. Castro added that the law eliminates the requirement for businesses applying for a liquor license to provide a tax bond during the application process. The law also allows bars and restaurants to sell cocktails and mixed drinks for delivery and curbside pickup.

(Springfield–jm) – Tipped workers in Illinois will continue to pay state taxes on their tips, as the state has chosen not to adopt a recent federal tax policy change. The federal tax code, altered by the "One Big Beautiful Bill," allows tipped workers to deduct up to $25,000 from their federal taxable income. However, this deduction will not apply to Illinois state taxes. Katherine Loughead, a senior policy analyst and research manager at the Tax Foundation, explained, "Illinois was never on track to offer a deduction for tips like what is being offered at the federal level." She added, "Nothing will change for Illinois taxpayers. They will still be able to deduct up to $25k of their tips on the federal level, so that is still a benefit that they get when they pay their federal income taxes and nothing will change at the state level." Illinois calculates state income tax based on adjusted gross income, which includes income before federal deductions for tips. Loughead noted, "Illinois used federal AGI, which is a higher amount as the first line on the state income tax form. And so Illinois looks at the amount of income that a taxpayer earns before the federal deduction for tips is subtracted out." Concerns have been raised about the fairness of such a policy, as it may benefit tipped workers while leaving out similarly paid workers who do not receive tips.

Shortly after, officers found a vehicle that was believed to have been involved. A traffic stop was done in the 2200 block of W. Springfield Avenue and officers detained the driver of the vehicle. After investigating further, police learned the vehicle was involved in the incident — but the driver was not. The driver was released and the vehicle was towed as evidence.

(Undated-jm) – Allstate plans to raise Illinois homeowners’ insurance rates nearly nine percent starting February 24. According to a recent article in the Chicago Sun-Times, the increase will impact more than 200,000 policyholders statewide. On social media, Allstate pointed to severe weather and rising construction costs as reasons for the rate increase. Consumer advocates called the increase “excessive,” noting that Allstate reported billions in profits and warning that other insurers could follow suit. The Sun-Times reported Illinois homeowners are already paying about 50 percent more for insurance than they did just three years ago, with consumer groups pushing for stronger state oversight. Bloomington-based State Farm, the nation’s largest insurer, added a 27% rate increase over the summer, also citing severe weather as the reason.

Part of the law requires firearms to be stored if there is anyone not eligible under federal and state law to handle a firearm.

(The Center Square) – A sweeping Medicaid and maternal-care overhaul taking effect on Thursday is drawing some sharp criticism from Illinois Republicans, who say Senate Bill 24-37 crams too many major policy changes into one bill and opens the door to costly new mandates. State Representative. Bill Hauter, Republican from Morton, says the bill was pushed through as an end-of-session omnibus with little transparency or input from Republicans. Hauter says the new, now law,  shoves too many new policies into action. Hauter says one change creates a new category of noncitizens eligible for Medicaid-style benefits. The law allows benefits to those undocumented in the state to receive free benefits..

The voluntary recall, issued by Silvestri Sweets of Geneva, was issued days before Thanksgiving, according to a release from the Food and Drug Administration. (Undated-jm) – Tuesday was the 25th anniversary of the event that led to the creation of Scott’s Law. The Illinois State Police looked back at that event and discussed how they still deal with similar events two decades later. On December 23, 2000, Lieutenant Scott Gillen of the Chicago Fire Department was hit and killed by a driver while he was on the scene of a crash on the interstate. His death led to the implementation of a move-over law named in his honor. Scott’s Law requires motorists to slow down and to change lanes when they encounter a stationary authorized emergency vehicle. State Police said that despite the law, 13 State Troopers or their cars were hit on the interstate this year. The good news is that number is down from 2024. An enhancement to Scott’s Law is coming next year. Beginning January 1, it will now apply to any vehicles with flashing lights, in addition to emergency vehicles.

(Champaign-jm) - A new study from researchers at the University of Illinois is shedding light on the impact electric scooters may be having on public safety. The research examined Chicago’s e-scooter rollout and found a connection between scooters and an increase in certain types of crime in 2019.  The study analyzed data from an e-scooter pilot, comparing outcomes before and after scooters were introduced, and looking at areas where scooters were allowed versus areas where they were not. Researchers found an increase in some street and vehicle-related crimes. Crime linked to e-scooter entry was worse on weekends and during non-peak traffic hours — times when fewer people are around and there’s less natural surveillance.

(Undated-jm) – Illinois State Police will conduct Alcohol Countermeasure Enforcement patrols in Macon and Vermillion counties during January. The patrols allow the state police to focus on preventing, detecting, and taking enforcement action in response to violations associated with impaired driving and illegal transportation or consumption of alcohol or drugs. Officers working the detail will be watchful for motorists who show signs of impaired driving, operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages, as well as improper seatbelt and child restraint usage, distracted driving, and other Illinois Vehicle Code violations. Alcohol and drug impairment are estimated to be a factor in more than 47% of all fatal motor vehicle crashes in Illinois. There is one alcohol-related traffic fatality every 39 minutes in the United States.

Holiday travel is set to reach record highs, with AAA projecting over 122 million travelers

(Springfield-jm) – As the countdown to Christmas continues, holiday travel is set to reach record highs, with AAA projecting over 122 million travelers in 2025, potentially surpassing 2019 and 2024 figures. Ford County Judge Matt Fitton sentenced Rutledge. She had previously pleaded guilty to one Class X felony count of meth delivery (15-100 grams) on July 14, the day she was to stand trial. In exchange, State’s Attorney Andrew Killian agreed to dismiss an additional Class X felony count filed against her and to recommend a sentence of no more than 12 years in the Illinois Department of Corrections, with day-for-day credit apply. Besides Rutledge, also charged in this investigation were 64-year-old Allen Burgin of Loda and Urbana, who faces three Class X felony counts of meth delivery and has a jury trial set for January 20, and 54-year-old Kenneth Koltveit of Gibson City, who faces two Class 2 felony counts of meth delivery and is due back in court on February 9 amid ongoing plea negotiations. A fourth person, 46-year-old Tara Kall of Gibson City, was arrested for possession of less than five grams of meth and possession of drug paraphernalia, a Class A misdemeanor, but was not charged.

(Chicago-jm) – A federal appeals court is deliberating whether hundreds of undocumented immigrants arrested in the Chicago area in recent months should be released from detention and sent home with electronic monitoring. Last month, U.S. District Judge Jeffrey Cummings ordered the Trump administration to release several hundred detainees on a $1,500 bond. While they waited for their immigration court dates, the former detainees would have been tracked with devices like ankle monitors or a smartphone app. The judge ruled in response to immigration and civil rights lawyers’ allegations that Trump’s Department of Homeland Security has repeatedly violated a 2022 federal consent decree restricting the use of warrantless arrests for undocumented immigrants. But the Trump administration appealed, and argued to the 7th Circuit Court of Appeals that the judge overstepped his authority by modifying the consent decree.

(Springfield-jm) – Expecting families enrolled in Illinois Medicaid now have access to new in-home health services, following a statewide coverage expansion that took effect on November 21. According to the Illinois Department of Healthcare and Family Services, the change is meant to improve maternal and child health by allowing Medicaid to reimburse for home visiting programs that previously were not directly part of the covered benefit. The expansion brings Medicaid into alignment with long-running state home visiting programs overseen by IDHS. These models include ongoing home visits from trained professionals who provide health education, screenings, and referrals during pregnancy and early childhood. Until now, most of these programs relied on limited grant funding or nonprofit budgets, often resulting in long waitlists or uneven availability by region. Under the new coverage, Medicaid will now reimburse for a range of in-home services, including prenatal and postpartum visits, blood pressure monitoring, behavioral health screenings, maternal mental health assessments, domestic and intimate partner violence education.

Beginning January 1st, 2026, undocumented students living in Illinois will become eligible for state and local financial aid under a new law

(Springfield-jm) – Beginning January 1st, 2026, undocumented students living in Illinois will become eligible for state and local financial aid under a new law signed by Governor JB Pritzker in August. House Bill 460 extends eligibility for grants, scholarships, stipends, and other state funded student aid to all Illinois residents regardless of immigration status. The law builds upon earlier efforts, such as the 2019 Retention of Illinois Students and Equity or RISE Act and the “Alternative Application” process, which allowed some undocumented students to apply for financial aid under certain restrictions. House Bill 460 expands access by removing immigration-status barriers across all resident aid programs. Proponents argue that the law removes unjust barriers for undocumented students, many who do not qualify for federal aid, increasing their chances of going to college and ultimately joining the Illinois workforce and contributing to the economy. Some state lawmakers have argued that expanding eligibility could overburden state-funded programs and reduce the availability of grants and scholarships for U.S. citizens and legal residents.
